ADVISORY FOR REGULATED ENTITITES IN LINE WITH THE DECLARATION OF THE STATE OF NATIONAL CALAMITY DUE TO TYPHOON TINO AND IN RESPONSE TO THE EFFECT OF TYPHOON UWAN

In line with Proclamation No. 1077, declaring a State of National Calamity due to Typhoon Tino, and the devastation wrought by Typhoon Uwan, the Energy Regulatory Commission (ERC) directs all concerned electric power industry stakeholders to implement the following measures, to assist all customers affected by Typhoon Tino and Typhoon Uwan: 1. All Distribution Utilities (DUs) in Luzon, Visayas, and Mindanao are hereby directed to SUSPEND electricity line disconnections of residential and non-residential consumers in its captive market for non-payment of electricity bills covering 04 November 2025 until 31 December 2025 (Covered Billing Period), subject to the provisions of this Advisory. 2. The DUs in the foregoing affected areas are directed to provide flexible payment options to help ease the financial burden on its consumers as they recover from the impacts of Typhoon Tino and Typhoon Uwan. As such, the DUs shall implement a payment scheme wherein consumers, with monthly consumption not exceeding one hundred kilowatt-hours (100 kWh), are allowed to defer payment of their electricity bills for the Covered Billing Period, and pay the same on a staggered basis for at least two (2) months from the receipt of the electricity bill for the Covered Billing Period. 3. The DUs may offer alternative payment terms, provided that the terms are mutually agreeable to the DU and the affected consumers. Consumers are encouraged to contact their respective DUs to inquire about the available alternative payment terms or request special terms to settle outstanding electricity bills during the Covered Billing Period. 4. The Generation Companies (GenCos), Power Sector Assets and Liabilities Management Corporation (PSALM), National Power Corporation (NPC), National Transmission Corporation (TRANSCO), National Grid Corporation of the Philippines (NGCP), Independent Power Producers (IPPs), Independent Power Producer Administrators (IPPAs), and Market Operator (MO) shall extend the same payment scheme to the DUs, only insofar as the latter's collections from the affected consumers. The DU shall segregate the amounts paid by the affected consumers to determine the amount due to GenCos, PSALM, NPC, TRANSCO, NGCP, IPPAS and MO, which will be paid on a staggered basis for at least two (2) months. 5. Nothing in this Advisory shall preclude a consumer from paying his or her electric bills for the Covered Billing Period. Thus, consumers, who are able to pay their electric bills, are urged to pay the same. 6. DUs are required to submit their compliance to the directives under this Advisory within thirty (30) days from the end of the Covered Billing Period, or, on or before 30 January 2026. 7. This Advisory supplements the Advisory issued on 06 November 2025.

Nueva Ecija 1 Electric Cooperative Inc. (NEECO 1) intends to purchase a lot within Brgy. San Mariano, San Antonio, Nueva Ecija, with the following conditions: 1. Lot Area with at least 4,000 square meters; 2. Situated along the main road, providing direct frontage and easy access; 3. Aligned into the nearest backbone line (13.2kV); 4. At least 27 meters frontage; 5. Preferably with 0.5 meters elevation above road level; 6. Preferably rectangular in shape; and 7. Clean title and updated real property tax. All interested landowners who wish to offer their lot for sale to NEECO 1 may submit the following photocopy of documents at NEECO 1 Main Office, Brgy. Malapit, San Isidro, Nueva Ecija on a sealed brown envelope to NEECO 1 Bids and Awards Committee (BAC) for evaluation. The deadline of submission will be on November 28, 2025, 9:00 A.M. and opening of proposal at 10:00 A.M. of the same day. Documents to be submitted shall include, but not limited to the following: 1. Letter of intent to sell, signed by the owner with bid offer or selling price; 2. Land title and sketch drawing or lot plan; 3. Tax declaration; 4. Updated real property tax; and 5. Special Power of Attorney, if necessary (original).
